I think we can safely assume that Arsenal have a Lot of Money right now. Besides the oft-quoted £70m ‘war-chest’, there’s also money from the Puma kit deal and Emirates sponsorship deal to be spent, and the line from Arsenal’s PR machine hasn’t exactly been pleading bankruptcy of late.
So, this leaves Arsene Wenger in the position of not only seemingly being required to spend money in the summer, but being expected to, by everyone from fans to those above him.
Big spending has never been a feature of his management style before, so can he do it? Or rather, will he? There have been big targets linked - Stevan Jovetic, Luis Gustavo, even Iker Casillas, but interest and actually signing is very different.
Arsenal are in a battle to qualify for the Champions League-if they fail, will the big targets still want to join? There’s even the question that Wenger may not be here next season if that is the case, with big-spending PSG extremely interested in his services.

Wayne Rooney wants to leave Manchester United. A fee of around £20m is mooted, which may allow for his ‘rather’ high wages. The England international is a major world star despite having a frustrating season playing second-fiddle to Robin Van Persie, and would represent a huge statement by Arsenal.
The question is, is it worth it? Rooney has attracted criticism for being unfit and overrated in the past, and has looked laboured at many points this season, often pushed back into midfield.
What’s more, his lifestyle and frequent appearances in the press aren’t something Arsene Wenger likes in a player. But his talent is undoubted, and Arsenal could sort him out, returning him to full fitness and focussing his abilities.
In the 09/10 and 11/12 seasons, Rooney played as United’s number 9, with a power and skill not seen in many players. He scored over 30 goals in both seasons, and playing that kind of role for Arsenal, with the creative talent available at the Emirates, could be very impressive.
However, he’s not getting any younger (28 next year), and it’s possible (probable) he’s past his peak and will never regain his form. Signing Rooney would prove Arsenal could attract anyone, but it might be an investment they regret.
